Executive DirectorHarris County Pollution Control ServicesDr. Latrice Babin has served the residents of Harris County for 30 years, working in the Pollution Control Services Department (PCS) in various positions (increasing responsibility and leadership), serving the third most populous county in the United States, with 4.7 million residents, of which 2.1 million reside in unincorporated Harris County. In 2019, she was appointed the Executive Director of PCS, allowing her to continue her involvement in environmental conservation and health awareness, and exhibit leadership and vision for the department. Under her leadership, the department has doubled its staffing from 44 employees to 88; purchased the first electric fleet owned by a county department; upgraded the department’s website; expanded the department’s ability to monitor and transparently share near real-time data; implemented a comprehensive concrete batch plant program and moved the needle on legislative proposals related to concrete batch plants in Texas.
Dr. Babin currently serves as Co-President of the National Association of Clean Air Agencies (representing local governments); a member of the Houston – Galveston Area Council’s Regional Air Quality Planning Advisory Committee, and Natural Resources Advisory Committee. She has been an effective environmental advocate for the citizens of Harris County through managing and executing environmental programs in air quality monitoring, laboratory analysis, stakeholder engagement for local superfund sites, and complicated litigation cases. She doesn’t just see her life’s work as a career, but as a ministry God has allowed her to use her voice to serve Him and help others. Dr. Latrice Babin obtained her Bachelor of Science in Biology/ Chemistry in 1992 and later, her Doctorate in Environmental Toxicology (2008), both from Texas Southern University, Houston, Texas. |
