Hilda Pedraza is a seasoned public administrator with over 24 years of experience at the City of Pharr, Texas. Starting as a part-time secretary in 2000, she has advanced to serve as City Clerk (2009-2023) and Assistant City Manager (2023 - present). In these roles, she manages elections, vital records, city operations oversight, and strategic planning with the City Commission.

Pedraza holds multiple professional certifications including Texas Registered Municipal Clerk and Certified Municipal Clerk credentials, plus Lean Six Sigma Yellow Belt certification. She has earned an Associate Degree in Public Administration and a Bachelor's in Operations Management from South Texas College, and is currently pursuing her MBA from Texas A&M University–Kingsville.

She actively participates in professional organizations and serves on South Texas College's Bachelor of Operations Management Program Advisory Council, demonstrating her commitment to both public service and educational excellence.
